Sometimes your water heater needs to be replaced or repaired and shutting off its water supply can be quite tricky. The next step will be to locate the gas supply line and its valve.
There are five steps to properly shutting down an electric hot water heater.

Turn off the breaker to the water heaters circuit in the service panel.

As soon as the water has been turned off you can drain the hot water heater.
If the heaters breaker did not trip it is still on try to reset the high temperature limit on the heater.

Hook up a garden hose to the boiler drain and place the hose outside or in a bucket to drain the supply.
4 shut off the cold water.
If you need to drain the heater now is the time.
2 tag the breaker so that no one turns the power back on while you are working on the water heater.
3 cool down the water inside of the tank.
1 shut off the power to the water heater.
Remove the access panel for the upper heating element on the water heater.
Remove the insulation and the plastic safety guard.
Attach a hose to the drain valve on the appliance which you should find located at the bottom of the tank.
The water you will be draining will be hot and may be filled with rust or other deposits.
